In general, I have been discouraging using anything that ranks/likes/scores/etc. software in the ASCL (outside of the Facebook "like" option from the code record, which I think no one has used since we tested it), not because I think it's an inherently bad idea -- it definitely isn't! -- but because a fear of judgment is a major reason people don't release software, and right now, I think it's more important to encourage release than to rank/like/score/etc. software. (Facebook "likes" for a code aren't tracked anywhere, so far as I know, so are a neutral point in this.)
The idea of giving badges or stars or some such to codes in the ASCL comes up occasionally in Advisory Committee discussions; the community just isn't far enough along yet in making codes available for examination to do something like that now.
I think doing "I use and like this" is fine, however, where there is already a community with the cultural expectation of sharing code, such as astropython.org.
